Tajikistan Strengthening Water and Irrigation Management Project

Project Description: 

The purpose of the consulting services is to develop and implement measures to inventory irrigation systems and reorganize the management of irrigation systems in the lower sub-basin of the Vakhsh River in the service area of the Vakhsh Main Canal (VMC), the Shurabad Main Canal (ShMC), and the upper sub-basin of the Kafirnigan River in the service area of the Big Hisar Canal (BHC). These services will be complemented with support of the WB in operationalizing the iOF toolkit in the target schemes through iOF consultations, interactive planning workshops and developing a diagnostics summary and a follow-up 100 days action plan for operational improvement of the operator’s performance. The WB team will also engage with the Consulting Services team in defining the operator’s strategic framework, vision, mission, values, and strategic objectives to define a business plan, incorporating those actions to be implemented in the long term (5 years)

Consulting services will be carried out in two stages:

Phase 1 - Inventory of irrigation systems in the service area of VMC and ShMC and establishment of a digital asset management system;

Phase 2 - Reorganization of management of irrigation systems in the service area of VMC, ShMC and BHC. The inventory of irrigation systems in the service area of BHC should have been conducted under the previously closed PAMP II project. The implementation of the tasks is closely related to the technical assistance provided by the TA on Support to Operation and Maintenance and Financial Sustainability of Water Resources Infrastructure is attached to the Climate and Disaster Resilient Irrigation and Drainage Modernization in the Vakhsh River Basin Project. The scope of TA work comprises the development, testing and operationalization of a digital asset and financial management system (AFMS) for the Yovon unit of Agency for Land Reclamation and Irrigation (ALRI) and the relevant ALRI unit at the headquarters and to train the ALRI staff in managing the system.
