The Reconstruction Project of the Tyup-Kegen (km 39–76) and Karkyra-Turuk-Sary-Jaz (km 0–13) roads aims to enhance the transport infrastructure and regional connectivity, which is a crucial step towards the development of tourism and agriculture in the Issyk-Kul region and Central Asia as a whole.

The main objective of the project is to modernize the transport network to improve connections between Kyrgyzstan and neighboring Kazakhstan. This reconstruction project is also designed to reduce transportation costs and travel time for tourists and traders, particularly between the Issyk-Kul region and Kazakhstan's largest city—Almaty. The Tyup-Kegen road section plays a vital role in connecting the two countries and providing direct access to key markets and tourist destinations.

The consultant performs the following tasks under the Project:

1. Technical Supervision: The consultant will oversee the construction works, including the installation of new road surfaces, the modernization of engineering structures, and the implementation of road safety measures.

2. Ensuring Compliance with Standards: A critical task is to ensure that all construction activities meet international standards and environmental regulations. This also includes coordination with state authorities to minimize the impact on cultural and historical sites.

3. Development of a Road Safety Plan: The consultant will participate in developing solutions to enhance road safety, including the installation of new road signs, lighting, and the creation of pedestrian crossings in areas where the road passes through residential zones.

4. Infrastructure Reconstruction: The project will involve widening the road from two lanes to four, replacing existing bridges, and installing drainage systems to prevent flooding and improve the road’s durability.

The reconstruction of the Tyup-Kegen and Karkyra-Turuk-Sary-Jaz roads will significantly improve transportation accessibility for local residents and tourists. This project will open up new opportunities for entrepreneurship in the Issyk-Kul region by facilitating access to agricultural markets in Kazakhstan. Specifically, Almaty will become more accessible for farmers, creating new economic opportunities and reducing transportation time for agricultural products.

Additionally, road improvements will positively impact tourism by reducing travel times for tourists from Kazakhstan and neighboring countries, thus attracting more visitors to the region, which will contribute to the growth of the hospitality and related services sectors.

Given the environmental sensitivity of the Issyk-Kul region, the project places a strong emphasis on minimizing the impact on the environment and cultural sites. The consultant will work closely with the Ministry of Culture to preserve historical monuments and other heritage sites.

The reconstruction of the Tyup-Kegen and Karkyra-Turuk-Sary-Jaz roads is not only a strategic investment in transportation infrastructure but also a significant step towards stimulating economic growth and tourism development in the region. The road improvements will enhance the safety and accessibility of transport routes and create new opportunities for entrepreneurs, farmers, and tourists.
