The Issyk-Kul Ring Road Reconstruction Project, focusing on the Korumdu-Balbay Baatyr section, marks a significant effort to improve transportation infrastructure in the Republic of Kyrgyzstan. This project targets the northern coast of Issyk-Kul Lake, an area of immense economic and cultural importance.

The project involves the reconstruction of approximately 79.3 kilometers of road between Korumdu and Balbay Baatyr villages. This section begins at km 104 near Korumdu village and ends at km 184.5 in Balbay Baatyr village, crossing two key regions: Issyk-Kul and Tyup. The road, currently a Category III two-lane road, will be upgraded to Category II, featuring four lanes with a median divider. This enhancement will significantly improve traffic capacity and safety for both local residents and the seasonal influx of tourists, especially during the busy summer months.

The consultancy services play a pivotal role in ensuring the successful completion of the project. Key responsibilities include:

  1. Design Review: The consultant is tasked with reviewing and finalizing the detailed engineering designs, ensuring all specifications are aligned with international standards and project goals.\
  2. Supervision of Civil Works: Throughout the construction period, the consultant will oversee civil works, including the reconstruction of 13 bridges and the installation of 219 culverts to ensure proper drainage and structural integrity.
  3. Road Safety Audit: A critical part of the consultant’s role is to conduct a road safety audit along the entire project route, incorporating measures to improve pedestrian and vehicle safety. This includes provisions for new technology retroreflective traffic signs and pavement markings.
  4. Environmental and Social Management Plan (ESMP): Given the unique environmental and cultural significance of the Issyk-Kul region, the consultant will ensure that construction activities follow the ESMP to minimize environmental impact and protect sensitive habitats.

The Issyk-Kul region is known for its fragile ecosystem and cultural heritage sites, requiring careful attention during construction. Special efforts will be made to relocate utility networks (power lines, water lines, and communication cables) and coordinate with local authorities to mitigate any disruptions. 

The consultant will also work closely with the Ministry of Culture to ensure no damage is caused to historical sites, such as the kurgans (burial mounds) near the construction boundaries.

The reconstruction of the Issyk-Kul Ring Road, particularly the Korumdu-Balbay section, will have a transformative effect on the region. Not only will it improve connectivity between local communities and major urban centers, but it will also enhance road safety and promote economic activities, particularly in tourism and agriculture. This project represents a critical step in Kyrgyzstan’s efforts to modernize its transportation infrastructure while preserving its natural and cultural heritage.
