The Central Asia Regional Economic Cooperation (CAREC) Corridors 1 and 3 Connector Road Project (Phase-2) is a significant initiative aimed at improving road safety and connectivity between Kyrgyzstan and its neighboring countries. The project is addressing critical challenges in road safety and ensuring that road infrastructure is aligned with international standards.

Project Overview

One of the primary goals of the project is to review and enhance the existing engineering guidelines in Kyrgyzstan for assessing road infrastructure risks. This includes an evaluation of university curricula to ensure that future engineers are well-prepared to implement modern road safety practices. The Project draws from international good practices, particularly those outlined in the CAREC Road Safety Engineering Manual 1, introduced in March 2018.

Capacity Building and Training

To support the implementation of the new road safety audit manual, the Project includes a series of workshops and training sessions for road engineers, consultants, and academics. These sessions are designed to familiarize key stakeholders with the updated practices and provide hands-on experience through practical exercises based on real road configurations within the national road network.

Legislative Amendments and Institutional Support

A key component of the project is the development of an implementation plan for the new road safety audit manual. This includes drafting amendments to normative legal acts to ensure the manual is fully integrated into all phases of future road infrastructure projects. The project also assists the relevant authorities in enacting these legal amendments, thus institutionalizing road safety audits throughout Kyrgyzstan’s road network.

Innovative Road Design Standards

As part of the Project, consultations are underway to standardize road cross-sections, intersection treatments, and urban highway configurations. These consultations aim to produce a technical note that will serve as a guide for future state highway projects, ensuring they are designed with safety and efficiency in mind.

The Project is currently in progress and is expected to make a substantial impact on improving road safety along critical regional corridors. By adopting international best practices and reinforcing road safety standards, the project will help reduce accidents and enhance the overall travel experience in the region.
