Completion of the CAREC Project - Phase 2

The Kyrgyz Republic has officially concluded a large-scale initiative to enhance road safety under the "CAREC Corridors 1 and 3 Connector Road Project, Phase 2 – Additional Financing". The project was implemented with financial support from the Asian Development Bank (ADB). Consulting services were provided by a consortium including MC Mobility Consultants, United Group LLC, TBSC Consulting, and Nast Consulting, working in close partnership with the Ministry of Transport and Communications of the Kyrgyz Republic.
The primary goal of the project was to establish a sustainable state system for road safety management focused on anticipating risks rather than merely reacting to accidents. Over three years of intensive work, significant milestones were achieved in legislation and infrastructure planning.
For the first time in the country's history, road safety audit procedures have been legally introduced as a formal and mandatory part of the road project lifecycle. To support this, a "Black Spot" methodology for identifying high-risk locations was developed and legally approved. As a practical application of these new standards, a pilot iRAP assessment was conducted covering 100 km of roads. A crucial step in strengthening the institutional framework was the establishment of a specialized Road Safety Audit Unit (Sector) within the Ministry of Transport and Communications.
The project placed significant emphasis on capacity building and professional development. A comprehensive training and certification program was launched, resulting in 24 certified road safety auditors now qualified to apply these principles in practice. To ensure a lasting impact, road safety modules were integrated into bachelor’s and master’s degree programs at the Kyrgyz State Technical University. Additionally, modern equipment was procured for auditors, and a comprehensive catalogue of road safety measures was developed.
The completion of this project marks a shift toward systematic and long-term planning of transport infrastructure. Road safety in the Republic is now supported by an updated legal framework, a professional community, and modern international standards.
